Burundi gives a final go ahead to UBAKA LANDMARKS to development BUJA CITY PLAZA through 27 Years PPP Agreement.

Burundi Greenlights Partnership to Build Buja City Plaza


In the Burundi's cabinet meeting on 25th February 2026, The Cabinet of Burundi has approved a PPP agreement defining the framework for cooperation between the government and UBAKA LANDMARKS for the construction and operation of the commercial complex BUJA CITY PLAZA. The project will be developed on the site of the former central market of Bujumbura.


The proposal was presented by the Minister responsible for the Treasury and the digital economy, detailing the full lifecycle of the project, from design and financing to construction, operation, maintenance, and eventual transfer of the facility back to the state.

According to the draft terms, the State of Burundi will enter into a public-private partnership with UBAKA LANDMARKS (Created by UBAKANATION GROUP), in which it will hold shares through the youth bank BIJE, alongside the investment partner ONE AFRICA INVESTMENT FUND.


The concession is set to last 27 years, including three years dedicated to construction and 24 years for commercial operations.


After deliberations, the Cabinet endorsed the draft with amendments, calling on both parties to move forward with the next procedural steps. Authorities also emphasized the importance of confirming the technical and financial capacity of the project company and ensuring rigorous monitoring of expenditures at every stage of implementation.
